The original version disables CTF entirely for both teams when there is an imbalance (no one can pick up any flags...even their own team's). Constitution created a patch that changes this behavior so that only the stronger team cannot pick up the weaker team's flag and posted it in a reply to the above thread.
fairCTF causes team flags to be dropped to prevent unbalanced flag captures.
