The ThiefControl plug-in is an attempt to force decent play with regard to the thief flag.  It is designed to prevent teammates from stealing flags from one another by forcing the player to drop his or her thief flag and invalidating the steal.  There are, however, different rules for different game modes.  The following table describes the behavior of the plug-in for each game mode.
